I think he's talking about Colours, which managed to not only be "not [censored]" but also pretty darn good. Rather than "good for a Sonic game".
As I've said before, though, it takes more than one good game to discard over a decade of poor decisions.

I wouldn't call Colours a "return to form", it's nothing like the old games at all. Not bad though, and some genuinely amusing humour in there.

Colours was the main point of reference there, yes, though admittedly I could've picked a better choice of words. It doesn't match the care of quality taken with the early releases.
And I would personally agree, Sonic 3 & Knuckles is the best Sonic game released so far, and probably will be for years to come. My main reason being they cleverly made the time to finish it to the level of quality they wanted to achieve, with their splitting the game and unique "lock-on" system primarily intended to join the two together. Sonic 2 didn't get this chance due to its absolute deadline which meant it had to be about before '92 had gone, so it suffered for it. Still a sound game, but given its own time it could've been something greater.

Incidentally, "returning to form" these days would simply mean another bad game. Low quality is "form" and has been for some years.

I beat Sonic 3 and Knuckles again today, and immediately started a new game.
I've been doing that for about a decade, now.

I was playing this the other day, it does have something about it that just makes it wonderful. The music really helps, but I actually feel like I'm on a grand adventure, that a story is being told without any dialogue, but the use of background design (the deathegg in the distance as you get higher up Lava Reef). We start in the forest outskirts of the island and slowly make our way in to the centre, marvellous, marvellous game.

I usually say that Sonic 2 is my favorite game because of the 2 player, which I really enjoy. Sonic 3 and Knuckles 2 player on the other hand is terrible. Although some of the music tracks are pretty cool as are some of the stage graphics, the multiplayer gameplay isn't really up to snuff. If we're talking single player campaigns only then yeah, Sonic 3 and Knuckles comes out on top.
Also I know I'm not in the majority in this but I LOVE the special stages in Sonic 2. They are my favorite special stages in the entire franchise, including the more obscure ones from lesser known games. I'm serious. I genuinely enjoy playing them, and not just because of the graphics.
Though having said that, from the perspective of a kid from a poor family who could barely afford a Mega Drive in the first place, it doesn't matter if the designers intended for Sonic 3 and Sonic and Knuckles to be one game, nor if they can lock on and flow seamlessly into each other: if they cost the same as two games, then they're two games.
