I can't help but feel folks are missing the point here, of course you can watch it whenever you want but I believe it was made to be a Christmas movie.
Edit: After checking IMDb, I found that in the USA, it was available to everyone (after the premier and advance screenings) on the 29th of October, so it's most likely a Hallowe'en movie.

You watch it whenever you want. like in my case 4-5 time a year. Seriously this is actually a movie about both holidays. It stars at Halloween and it ends on Christmas night. However both Jack and Sally are form Halloween so I'm a bit more tendential to consider it a halloween movie. Kidnap the Furry Cause, lock him up real tight, throw away the key and then turn off all the lights. so right! NO ONE insults this movie and hopes to get away with it!

I love this movie and in Kingdom Heart it is one of my fave worlds I got Jack skeleton as my team on my mobile right now XD I think it is for Halloween but like I do for the most movies I just watch when I feel like it whenever it is X-mas ore not XD

I consider it more of a Halloween film, myself. Simply because most of it revolves around creepy things, even if they are trying to discover Christmas.
You can put a Santa hat on a monster, but it's still a monster. And monsters =/= Christmas.
