Anyway, I'm pretty sure the main reason DC are doing this is because they want to keep Alan Moore and Dave Gibbons as far away from the rights as possible. I wouldn't put it past them. I don't think they have any problems with Gibbons. He did work for the movie merch if I remember right and he helped with a behind the scenes book. I think he scripted that Watchmen: End is Nigh game. Truth be told, I don't really think they have a problem with Moore. Vice Versa.

I think it might have been a better idea if they'd given the whole project to one creative team. They want people to read the lot, so it's got to be consistent. If one artist and one writer were making every miniseries, then there'd be "Watchmen" and there'd be "Before Watchmen", and they'd be two distinct stories, rather than "Watchmen" and "a collection of Watchmen stories".
