I would say 4-8 would be my pick of the good years, give or take a few episodes in 3 and 9. In the really early days it still felt (to me, anyway) like it was finding its feet before the writing got really sharp.
For me, it was all downhill from the very moment Skinner was "revealed as an imposter". That was what started the slippery slope for me.

There are, of course, Simpsons fans who feel it went downhill when it left the Tracey Ullman Show and got its own series.

There are a couple here where I think you're misaiming the blame, though. Likely it wasn't the writers' choice to continue this or that show, but more like Groening's case, where it's out of his hands now.
Also, Why isn't Seinfeld here?
