Please don't kill me, but I have to say Riders.
Though I did get a lot of enjoyment out of the racing levels in SA2. Shooting was just button mashing, and the treasure hunting can go die in a fire.

I actually think the 2-player mode in Sonic 3 is vastly underrated, it may not have been as in-depth as Sonic 2's (in so much as it's just a race without item boxes or anything else), but it's still potentially a lot of fun, though it is very frustrating if you accidentally pick Knuckles to race with, who is slower than Sonic and Tails and effectively useless.

Vastly? Dunno about that, but it has some pretty effing sweet music.

Cut that out! Everyone knows Brawl is the best multiplayer Kirby game!

Riders? No because it was a poor game; little to do with mastery or anything of the sort. Now that I think about it there haven't really been any prized multiplayer Sonic games. Sonic Shuffle was supposed to do it and failed so no to that.
I have to throw a slight curveball and say Sonic Advance. When you play the proper VS Multiplayer on that it's actually really fun. A huge list of varied levels straight from the main game and 4 players battling for first? Hell yeah!
