it really depends whether or not you're refferig to the fleetway series or the games. in the games, there are 16, as CX3 stated.
but in STC, there were the 7 original emeralds, which all split in half. (14) later, they rejoined and became 7 again. the master emerald was destroyed and recreated, so there's been two of them. and robotnik had a fake grey emerald device which he used to absorb the emeralds energies.
so in fleetway, there has been a total of 24 emeralds. 25, if you count the black emerald... (what was the story behind that again?)

Time to CHEAT! ;D Kaiten Jump -- Introduced in Sonic 1. Sonic's trademark spin attack. Sonic rolls up into a ball and mows down enemies. In Sonic Adventure and beyond, this is known as the Spin Attack. Spin Dash -- Introduced in Sonic 2. Sonic ducks and revs up with a stationary spin until enough momentum has been built up to cut loose with a maximum speed rolling attack. Peel Out -- Introduced in Sonic CD. Similar to the Spin Dash, except Sonic performs the maneuver standing up, making the maneuver useless as an attack. Sonic's legs form a figure 8 shape as he builds momentum. W Kaiten Attack -- Introduced in Sonic 3. A quick 360° slash extends the midair radius of the Kaiten Jump. (In Sonic Advance 2, this is known as the Double Spin Attack.) Hi no Tama Dash -- Introduced in Sonic 3. Sonic needs the Flame Barrier to perform this maneuver: a quick, flaming midair dash. Renzoku Bound -- Introduced in Sonic 3. Sonic needs the Aqua Barrier to perform this maneuver: a quick downward attack performed immediately after a jump that sends Sonic bounding back to the ground like a basketball. In Sonic Adventure 2, all Sonic needs to perform this maneuver is the Bounce Bracelet. In Sonic Advance 2, he can perform it without any accessories, but it cannot be chained. 2 Dan Jump -- Introduced in Sonic 3. Sonic needs the Thunder Barrier to perform this maneuver: a double jump that adds height to Sonic's normal jump. Homing Attack -- Introduced in Sonic Adventure. After a jump, Sonic can home in on any nearby enemies. This attack can be chained for big points or to reach hidden areas. Light Speed Dash -- Introduced in Sonic Adventure. Sonic needs the Light Shoes to perform this maneuver: after revving up with a Spin Dash, Sonic begins glowing and can travel at light speed along any formation of Rings. In Sonic Adventure 2, the charge up mechanic was scrapped so that you only need to tap the action button when approaching a formation of Rings. Light Spin Attack -- Introduced in Sonic Adventure. Sonic needs the Taiko no Hikari to perform this maneuver: after revving up as he would for a Light Speed Dash, Sonic cuts loose near any cluster of enemies for a raging spin attack that destroys all badniks in the vicinity. Somersault -- Introduced in Sonic Adventure 2. Sonic performs a quick forward somersault that destroys Containers. In Sonic Advance 2, this is called Sliding. Grind -- Introduced in Sonic Adventure 2. Sonic grinds skate-style along any narrow rail. Sonic Wind -- Introduced in Sonic Adventure 2. Sonic casts an air slash attack on an opponent from any distance. Time Stop -- Introduced in Sonic Adventure 2. A version of Chaos Control that allows Sonic to "warp" by briefly freezing time around him. Jump Dash -- Introduced in Sonic Advance. Sonic breaks out of a Kaiten Jump in midair. It's useless as an attack, but offers more distance than a normal jump. There's all of 'em up to Advance 2, shamelessly nabbed from here (scroll down to find Sonic) - shame about all the Japanese names though. Someone else'll have to provide the rest. EDIT: Oh, and the mid-air curlup thingy from Triple Trouble. Dearie me, I'm not impressed with my sources.

The only things I can think of that Sonic Overdrive could mean is the team blast, or the mini team blast afterwards. Like this, *Leaps in the air, triple back flips, 450* somersaults and blasts every boomer in sight, before falling on his head*
You also forgot that other thing he uses in Sonic X, when he got 2 chaos emeralds and charged up from them.
